In 1996 when advanced industrial countries were proposing that discussions and negotitions should take place within the WTO on a multilateral investment agreement, the chairman of the south centre, Julius K. Nyerere, highlighted in a letter to heads of state or government of developing countries members of group of 77(september 1996), the need for careful deliberation on their part about the merits of engaging in such discussions and negotiations. |
